外国人登録についてAll about Alien registration and Seal registration

(1)  Initial Registration

 

Upon Entering Japan → Did you get a resident card at the airport or other port of departure?

YES Bring this card    NO Bring your passport


Upon the Birth of a baby When your baby was born in Okinawa, please bring your passport,

 Certificate of marry (original) and translation of it to local resident

section.

 

Upon discharging from SOFA status To go immigration office or to call there

 

Upon expatriation from Japanese Nationality To call residence office

 

 

  

 

Person for whom alien registration is required:

 Foreign nationals residing in Japan, (it means those who do not have Japanese nationality, and persons of dual nationality who keep Japanese nationality are excluded from applying an alien registration. People who were obtained the status of residence by the formal inspection of landing at the airport or seaport, people who entered by illegal ways and people who withdrew from SOFA status, people who entered by illegal ways and people whose period of stay has expired must apply for the alien registration.)

 

 

The following persons are exempted from alien registration requirements:

1.     People who hold status of residence as “Diplomat” or “official” (Confirm your status by the endorsement affixed when you land in Japan.)

2.     Members and civilian employees of the armed forces of the United State of America or United Nations Forces, and their dependents residing in Japan.

3.     Person who has been granted permission for provisional landing, port-of-call landing, transit landing, landing for crew members, emergency landing, or landing due to disaster.
(Confirm your status by passport or crew passbook. Person who stays illegally for a period exceeding the permitted period of stay are the subject to alien registration.)
Person who depart within 90days of arrival in Japan.

 

 

 

(2)  Change in Registered Matters

     Change of Address your local municipal office

     Change of head of holder ⇒  your local municipal office

     Change of Name, Nationality, date of birth, or gender ⇒ immigration office

 

 

Change of Address: (Within 14days)

When you move/live in Kitanakagusuku village from other city, town and village, you should report it within 14days. Please bring your alien certificate card (resident card) and your certificate of moving-out that you are able to take in former municipal office. And also if you forget you certificate of moving-out, we can’t accept your application of moving to our village.

And when you visit to office, please be accompanied by translator.

 

 

Proof of relationship

When you move-in Kitanakagusuku, you might have to give us proof of relationship with your head of house holder (Birth certificate, Marriage certificate and others), and translated it.

 

When you move in other city, town and village in Japan, you should report your change of new address to Kitanakagusuku office.

 

When you leave or move out Japan over one year without re-entry permit, you have to report our village office. And if you don’t come back Japan, you should return your alien registration certificate to an immigration officer at the airport or other port of departure.

 

change of head of holder

When an Alien registrant changes head of holder in your family or pass away, a family member must report our office.

 

 

 

Returning your Alien registration certificate to immigration office:

 When you are in the SOFA Status, you must return Alien registration certificate to immigration office. (You need to bring your passport and the certificate of employment on Base, or certificate of belonging to SOFA status.) And then, if you have National health insurance at Kitanakagusuku, you have to withdraw it within 14days.                                                                                                                      

 When you obtain Japanese Citizen, your Alien registration certificate must be returned within 14days to immigration office. (You need to bring certification of naturalization from Legal Affairs Bureau, or proof of naturalization registration from local municipal office where you submitted certification of naturalization.)

 

When an Alien registrant passes away, a family member or a proxy must return his/her Alien registration certificate within 14days to immigration office. (You need to bring death report, or proof of death register from local office where you submitted death report.)

 

 

 

(3) About your Alien registration card (registrant card)

Damaged or stained registration certificate to ask immigration office

Alien Registration certificate has disappeared (lose and stolen) to go Police station

Information on the Alien registration certificate is found to be incorrect to ask immigration office

National Health Insurance (General Outline):

 

The National health insurance system was established to help medical expenses each other by paying into the fund for lessening their financial burden to the people who cannot join the Social Insurance Plan.

People living in Japan have to join the Social Insurance Plan at your place of employment, or the National Health Insurance Plan in their municipality.

Foreigners living in Japan who have one year or longer period of stay must join in National Health Insurance except enrolled in a Social Insurance Plan.

 

 

When you apply:

1.     Registered Alien registration at Kitanakgusuku village.

2.     Extended your period of stay to more than 3months.

3.     Moved into Kitanakagusuku village from another municipality.

4.     Seceded from Social Insurance of your office.

5.     Baby was born (if the parent is member of NHI).

6.     Ceased to receive welfare benefit.

 

People mentioned above need to apply to join in National Health Insurance to Health Insurance Counter at Kitanakagusuku village office. And when you visit to office, please be accompanied by translator.

 

 

 

 

Long-term Care Insurance (General Outline):

All residents who are over 40years old become insured person, and they will bear the premiums.

The Long-term Care Insurance is the system that when you are certificated by the municipal government as being in need of care, you can use nursing-care services with paying the part of this cost (10% in principle).

 

 

 

 Resident system

The Alien residence system is abolished and New Residence Management System starts form July 9th 2012.

 An alien registration certificate card is considered to be equivalent to new system ones that is called “Resident card”. You need to change your alien registration certificate card depend on status and age, therefore please confirm your card that lists the replacement period for resident cards. When you make new system card, you should go to the immigration office.

 

For Medium-to long-term resident status

Over 16years

Until the expiration date of the replacement period.

Less than 16years

The expiration date of the period of stay or the individual’s 16th birthday

Person who is less than 16years old whichever comes first.

For Permanent Resident status

Over 16years

Until July 8th,2015

Less than 16years

July 8th ,2015 or the individual’s 16th birthday

Person who is less than 16years old whichever comes first.

 

For Special Permanent Resident status

You can use an alien registration certificate card until this date “Renew within30days starting from▲▲▲▲yearmonth▲▲day” so, please confirm your permanent resident card. If you would like to change your special permanent resident card, please bring your passport, your alien resident card and one of your picture (4centimeters by 3centimeters)

And also, if you altered your name, date of birth, nationality, and gender, please report it within 14days.
